Rolando spends his time between Mexico and the United States. His practice revolves around various topics, including urban transformation, border conditions, participatory processes, and the collective, carried out through public and private projects, research, and academic work. He holds a Master of Architecture in Urban Design from Harvard University Graduate School of Design and a Bachelor of Architecture with Honours from Tecnológico de Monterrey. His work has been showcased in Mexico and the United States and featured in architecture books, magazines, and websites.

In 2016, he participated as Technical Support for the Mexican Pavilion at the 15th Venice Architecture Biennale. The following year, he co-founded atelier uno in Monterrey, together with Adrian Flores, Carolina Segura, and David de la Garza. In 2019, he collaborated with Pablo Landa on research for the publication of the "Guía de Arquitectura de Monterrey" (Monterrey Architecture Guide), published by Arquine. In 2023, he graduated with a Leadership in Urban Design award from the Master of Architecture in Urban Design program at Harvard University Graduate School of Design. During this period, he conducted research on regional and national energy and circular economy plans, in addition to his research project titled "Desdibujar la Frontera" which explores social processes and economic transformation along the Mexico-United States border.

Currently, he leads a practice in both countries and works as a researcher at Harvard University. He also serves as a faculty member at various universities in Boston, Massachusetts, while working as a consultant for the Housing and Urban Development Division of the Inter-American Development Bank.
